As the City of Portland, Maine is no longer posting campaign finance disclosure
reports for candidates for city office -- and has systematically destroyed those
filed before 2005 -- I am posting them here for public use as time and
resources permit.
Note that many candidates file several reports during each election cycle, and
to have a full picture of their relationship with donors (and, perhaps, special
interests,) one must read them all.
If you are interested in disclosures for Maine state and county offices, please

If you have copies of Portland campaign finance disclosures dated prior to
2005 and would like to contribute them to this collection, please contact Colin

Also note that while we ultimately seek to obtain complete reports, this
collection is a voluntary effort and may suffer from missing pages or even entire
reports. Some pages are in poor focus. Many posted reports feature only the
key pages -- usually Schedule A (campaign contributions) -- in an effort to
reduce cost.

The City Clerk of Portland, Maine has destroyed all copies of
disclosures filed prior to 2005, including those of sitting city
councilors. (Originally the clerk reported the 2005 disclosures to
have also been destroyed, but they have subsequently been
located.)
If you have copies of missing disclosures -- or better of more
complete copies -- and would like to contribute them to this
collection, feel free to contact us.
This is a 458 page document which appears to be a
complete collection of disclosures for the 2007 cycle,
including those of Political Action Committees.
This PDF contains disclosures for city councillors who
consistently supported Ocean Properties' development
proposal for the Maine State Pier, including Dory Waxman,
Jill Duson, and Dan Skolnik.

57-63, 274-281), Jill Duson (pp. 116-126, 328-335), and Dan Skolnik (pp.
224-240, 432-440), as well as defeated councillor (and current Cumberland
County Commissioner) Jim Cloutier (pp. 78-87, 295-302) and defeated
challenger Anthony Donovan (pp. 318-326) who received significant
donations from individuals associated with Ocean Properties.

This 375 page document which appears to be a complete
collection of disclosures for the 2005 city council race. It
does not include filings by political action committees. It
appeared on the city clerk's website in September 2009.
Filings of interest would include those for sitting councillors Cheryl Leeman
(pp. 196-215) and John Coyne (pp. 76-91), as well as those of former mayors
Ed Suslovic (pp. 342-375), and James Cohen (who now sits on the Charter
Commission; pp. 38-75.)

cadidates, but not the post-election ones.
Filings of interest would include those for sitting councillors David Marshall
(pp. 16-24), Kevin Donoghue (pp. 17-15), and current mayor Nicholas
Mavodones (p. 25), who ran unopposed. Disclosures for these candidates last
election -- in 2006 -- have been rescued and posted on this page.
